Portugal-Turkey Relations


Turkey and Portugal have generally pursued similar policies in international organizations, foremost in NATO, the Council of Europe and the OECD and have provided reciprocal support to each other. Nevertheless, the deep rooted Turkish-Portuguese relations received a new impetus following Portugal’s assumption of the Presidency of the EU and the WEU as of 1 January 2000 and afterwards. 

Prime Minister of Turkey H.E. Recep Tayyip Erdoğan visited Lisbon in July 2003 and Former President of Portugal H.E. Jorge Sampaio paid an official visit to Turkey in September 2003. A Declaration comprising the mutual expectations towards strengthening bilateral cooperation in various fields was accepted during the latter visit.

Former President H. E. Ahmet Necdet Sezer paid an official visit to Portugal on 10-12 May 2005 upon the invitation of President H. E. Jorge Sampaio. The "Agreement for the Avoidance of Double Taxation", "Agreement on International Transport by Road" and "Cooperation Protocol between Ministries of Foreign Affairs" were signed within the framework of the said visit. 

Portugal has a positive approach towards Turkey’s membership to the EU.

There are approximately 250 Turkish citizens living in Portugal. 


The bilateral trade volume increased on a steady basis in recent years and exceeded 1 billion Dollars in 2008. However, due to the global economic crisis this figure dropped to the level of 827 million Dollars in 2009. As of 2010, our bilateral trade volume reached to the level of 970 million Dollars. 

Portuguese investments in Turkey are increasing. The total amount of direct investment from Portugal between 2002-2009 has become 758 million Dollars. 

Further increasing our trade volume by diversifying our trade and re-vitalizing the Joint Economic Commission mechanism would be an important step to advance our economic relations. The Joint Economic Commission may complement the Turco-Portugese Business Council and play an instrumental role in developing our economic and trade relations.

Tourism can be deemed as an important sector we can get into cooperation as well. In 2010, around 54 thousand Portuguese tourists visited Turkey.
